A few years ago a few border patrol agents shoot some Mexican Drug dealers in the back as they were fleeing and then gathered up all the shell casings.
We know this because a great investigation of the evidence uncovered this, there was no video taken.
Hardly mattered at the end because to the public they were both Mexican and Criminals.
The means of discovering Police misconduct always existed, it's a matter of do they want to do it and honestly.
Rodney King (which should have been a wake up call) revealed you can't let the Video do the talking for you, that's how those cops where acquitted, but before the right could smirk, it was also used as a "back-atcha" to acquit the guys who assaulted Reginald Denny.
Videos can still be "lost", "distorted", and "manipulated". They are not the total answer, the police and the administrations who run them need a change in attitudes on how they handle a population they don't want to care about.
And it's sad but true that the only long range solution will be for police departments to change their attitude and M.O. toward the people they don't want to care about.
Even if they wore cameras juries and or DAs would find them not guilty. Too much "othering" going on these days. I get it myself, if I dare wander outside in a sari for an event or two. Funniest thing is when they tell me go back to Mexico or the Middle East where I come from when I am fully Indian(dot not feather) dressed up for something. Ignorance, not just for rednecks hillbillies anymore, since I live in the liberal bastion of the Sillycon valley corridor.

You could have another cartoon with Eric Garner being chocked by a bunch of cops reaching for his cell phone and yelling "I Can't selfie!"
